Statutory Right to Information (RTI Act, 2005) Applications
If your land mutation entry in Village Form 6 has been pending beyond statutory time limits (typically 30 days under the Maharashtra Citizen Public Services Guarantee Act, 2015) or your 7/12 extract contains uncorrected errors, you hold the legal right to seek departmental information under the Right to Information Act, 2005 (RTI Act):
- Public Information Officer (PIO): Address your application to the Public Information Officer (Circle Officer or Naib Tehsildar) at your local Taluka Tehsil Office.
- First Appellate Authority: If information is withheld or denied after 30 days, file your First Appeal before the Sub-Divisional Officer (SDO) under Section 19(1) of the RTI Act.
- State Information Commission: Second appeals lie before the Maharashtra State Information Commission (SIC) in Mumbai or the Gujarat State Information Commission in Gandhinagar.
Administrative Escalation Protocols
When resolving land record grievances, citizens are advised to follow the official administrative hierarchy:
- Taluka Level: Office of the Tehsildar (Executive Magistrate and Head of Taluka Revenue Administration).
- Sub-Divisional Level: Office of the Sub-Divisional Officer (SDO / Deputy Collector).
- District Level: Office of the District Collector and District Magistrate (Revenue Branch).
- Divisional Level: Office of the Divisional Commissioner (Konkan, Pune, Nashik, Aurangabad, Amravati, Nagpur).
State Citizen Grievance Portals
Citizens may submit formalized grievances regarding revenue service delays through official online grievance redressal systems:
- Maharashtra: Aaple Sarkar Grievance Redressal Portal (grievances.maharashtra.gov.in).
- Gujarat: SWAGAT (Statewide Attention on Public Grievances by Application of Technology) Portal (swagat.gujarat.gov.in).

Citizen Rights Under the Right to Fair Compensation and Transparency (RFCTLARR Act, 2013)
When agricultural land recorded on a 7/12 extract is notified for compulsory acquisition by the State Government or central highway authorities under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act), affected landholders enjoy distinct statutory protections:
- Preliminary Notification: Under Section 11, the District Collector publishes a preliminary notification in the official gazette and at the village Chawadi. Landowners hold a mandatory 60-day window to submit written objections under Section 15.
- Compensation Multiplier: In rural agricultural zones, the market value determined under Section 26 is multiplied by a statutory factor (between 1.00 and 2.00) plus a 100% Solatium allowance under Section 30, ensuring farmers receive fair compensation.
- Land Acquisition Rehabilitation Authority (LARA): Any dispute regarding apportionment of compensation among co-sharers or quantum of award is adjudicated by the specialized Land Acquisition, Rehabilitation and Resettlement Authority presided over by a District Judge.
Citizen Rights Under the Maharashtra Public Records Act
Citizens requiring certified paper copies of historic revenue village surveys dating back to the colonial era (1920 to 1950) hold the statutory right under the Maharashtra Public Records Act to apply directly to the Central Record Room (Muhafizkhana) at the District Collectorate. Applications must state the specific Revenue Village, Mouza, Gat Number, and the exact settlement years requested. Certified copies bearing wet-ink attestations are prepared within thirty working days and delivered upon payment of statutory copying charges prescribed by the Revenue Department.
